The voice is similar to actor Adrian Dunbar. The speech is adapted from the end of the last series of 'Line of Duty', where the boss of the anti police corruption unit gets too close to the dirt so is forcibly retired.
There were subtle references to real events, like the murder of Jill Dando.
So yes, this really is brilliant.
