US biological labs in Ukraine a direct threat says Russia

The presence of biological laboratories in Ukraine under US leadership completely changes Washington’s role; it is an instrument of direct threat to Russia, said Maria Zakharova, an official representative of the Russian Foreign Ministry.

If the Ministry of Health of Ukraine has already sent relevant instructions to biolaboratories throughout Ukraine on February 24, it means that the emergency plan has been activated,” Zakharova said.

She went on to say that such laboratories were the sites of American military biological experiments.

“This completely changes the picture of US involvement in the fate of Ukraine: it is not just an instrument of influence, it is not just an instrument of containment, it is an instrument of a direct threat to our country,” Zakharova summed up.

Previously, Russia stated that over 30 laboratories in Lviv, Kharkov, and Poltava were working with dangerous infectious agents as part of the US-led military biological programme.

A Pentagon spokesman said on Tuesday: “This absurd Russian misinformation is patently false,” Reuters reported.

Obama pushed an arrangement that resulted in the development of biolabs processing “especially dangerous pathogens” in Ukraine.

The Odessa-based laboratory “is responsible for the identification of especially dangerous biological pathogens,” according to a 2011 report from the United States National Academy of Sciences’ Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories.

“This laboratory was reconstructed and technically updated up to the BSL-3 level through a cooperative agreement between the United States Department of Defense and the Ministry of Health of Ukraine that started in 2005. The collaboration focuses on preventing the spread of technologies, pathogens, and knowledge that can be used in the development of biological weapons,” the report continues.

“The updated laboratory serves as Interim Central Reference Laboratory with a depozitarium (pathogen collection). According to Ukrainian regulations, it has a permit to work with both bacteria and viruses of the first and second pathogenic groups,” explains the report.
