My partner picked this up after the so-called Internet attack in Italy where only the major isp customers were affected:-

5G was absolutely not rolled out in Italy first. Not only are Telecom Italia a backward and cheapskate firm, they are well-known as late adopters to ANY concept in communications.
this is surprisingly common in 2-bit european countries where they have an openly corrupt and monopoly telecom company. Being in the industry myself, it takes very few keystrokes, accidental (or otherwise) to have such a thing happen. They do not hire the best and brightest, you're basically guaranteed your job for life, they intentionally implement lazy automation tools not for scale but for less work, and they don't design for or spend a lot on resilient infra - i'd be surprised if they have more than 3-4 pairs of core routers for all internet service nationwide and a single control point for them all. Telecom Italia (aka SPARKLE) is among the worst - even lousier than small eastern european telecoms.
